The Solihull Metropolitan Borough Council Household Support Fund 2021/22 offers qualifying residents living in Solihull support with winter fuel payments, pre-payment fuel vouchers, fuel debt and in some cases assistance to service, repair or replace broken boilers and heating systems.  The Fund is being administered by Act on Energy on behalf of Solihull Metropolitan Borough Council County Council.

What help is available?

PRE-PAYMENT FUEL VOUCHERS – ELECTRICTY AND GAS ONLY

Available to homeowners, tenants in private rented properties and social housing tenants who meet the scheme’s income and vulnerability qualifying criteria. Where possible fuel voucher payments will be made directly to your energy supplier.

  • Fuel vouchers support available – 3 payments of £49 totaling £147. One-off payment for all households.

FUEL PAYMENTS

Available to homeowners, tenants in private rented properties and social housing tenants who meet the scheme’s income and vulnerability qualifying criteria.

  • Fuel payments gas and electricity – households paying for gas and electricity by Direct Debit, on receipt of bill or by smart meter can apply for fuel payments direct to their energy company. Support available – one off payment of £147 per household to your energy company.
  • Fuel supplier payments oil, LPG or Oil – households that rely upon other fuels for heating can apply for help to pay for oil, LPG and solid fuel top ups/tank fills. Based upon an invoice, payments will be made directly to the supplier.

If you are applying for a Fuel Payment direct to your energy company or fuel supplier you will need to provide details of your energy company or fuel supplier including their name and your energy account number.

In addition you will need to send a copy of your latest bill to support@actonenergy.org.uk

Please include in the email heading your name and postcode, this information is essential to process the payment as there is no cash alternative. If you are having trouble providing a copy of your bill please don’t worry and call us on 0800 988 2881.

FUEL DEBT RELIEF

Available to homeowners, tenants in private rented properties and social housing tenants who meet the scheme’s income and vulnerability qualifying criteria.

  • Households can apply for help to pay off electricity or gas bill debts.  Please note fuel debt is not the same as current debt and only those who are in arrears will be supported. Payments will be made directly to your energy provider account.

An application form will need to be completed and evidence provided of long-term debt before any support will be considered.

 

BOILER/HEATING SYSTEMS – SERVICE, REPAIR, REPLACEMENT

Available to homeowners, shared ownership and tenants in private rented properties who have a responsibility for repairs. This support is not available to social housing tenants.

Support is potentially available for:

  • Repair or replacement of boilers (all fuel types)
  • Repair or replacement of other types of heating systems e.g. storage heaters
  • Installation of first-time gas heating system where a gas supply is present
  • Replacement of broken warm air systems to gas fired wet radiator systems
  • Repair/ replacement/ installation of standard or smart heating controls
  • Servicing of all boilers where they have not been serviced for over 12 months.

Properties must not be on the market for sale or at risk of repossession and must have been owned for a minimum of 12 months.

An application form will need to be completed and evidence provided before a technical assessment of the heating system will be undertaken by a contractor appointed by Act on Energy. This is not an emergency service. The repair or replacement of systems is subject to quotations and approval. Once approved it can take up to four weeks – sometimes longer – depending on the work required and the availability of contractors.

How do I qualify for assistance?

To be eligible for support you must satisfy at least one of the 3 criteria below:

1. In receipt of means tested benefits with a gross household income (including benefits) below £30,000, or
2. Not in receipt of benefits but with a gross household income below £30,000, or
3. Referral from a recognised source – school/ Foodbank/ recognised partner agency e.g. Citizen’s Advice, Health Professional, Housing Agency, with a gross household income below £30,000

You must also

• have a vulnerability from the list shown below, and
• must be able to prove that you have no household savings.

Vulnerability list

For the purposes of this Household Support Scheme a vulnerable household is one which is struggling financially where:

  • At least one permanent resident in the home has a long term diagnosed health condition e.g. COPD
  • You are self-employed and have been unable to work/your income continues to be impacted by Covid 19
  • Struggling to manage debt
  • Recently made redundant
  • Pregnant
  • In receipt of DWP means tested benefits
  • In receipt of DLA or PIP
  • Qualify for free school meals
  • Direct referral from a school, foodbank, local authority, healthcare organisation, registered charity or voluntary organisation, etc.
  • Other vulnerabilities disclosed by household’s not on the list but accepted at Act on Energy’s discretion

Where possible, you should apply online by completing the Expression of Interest form link at the bottom of this page.

For help with fuel debt and support to maintain, repair or replace a heating system you will need to complete an application form and provide evidence.

We reserve the right to ask each applicant applying for Fuel Payment and Fuel Vouchers to provide evidence to support their application. If we request evidence this will be made by email or phone.

For any expression of interest please do not chase your application unless a minimum of 20 working has passed. This is not an emergency service and we are expecting there to be a lot of demand for support, so the more time we spend dealing with chasing calls the longer it will take us to deliver the scheme.
